Phil Cobb arrived in Gotham City with the desire to start a gang. However, he was required to prove himself, first. Inspired by the Bat Signal, Cobb donned a costumed identity of Signal Man. He would use signals, signs, and symbols to commit crimes and leave clues for the police and Batman to find. Signal Man also has a small arsenal of a knockout gas gun, miniature flares, and a remote control device.
Signal Man was at a Gotham bar with other villains amid a billiards match when Firestorm and three Batmen arrived on scene.
