Professor Andrew Zagarian created an android out of a synthetic material called "plastalloy," and named it Shaggy Man. Shaggy Man differed from other androids by having the power to regenerate itself. The combined might of the Justice League of America defeated it. Aquaman elected to imprison Shaggy Man in a capsule and place it 20,000 feet below the surface of the ocean. The Shaggy Man escaped his prison and continued to threaten the world and various Justice League members, including Batman.
Several Shaggy Men were created and eventually they all formed a pack. THey were eventually captured and kept in a compound in the wilderness. However, the Shaggy Men escaped and attacked a camp scout jamboree. With the boy scouts imprisoned, they went to sleep. Luckily, Batman and Plastic Man investigated their escape and rescued the boy scouts. Despite their best efforts, they awoke the Shaggy Men and were forced to engage them in battle.
