During World War II, a lab assistant working for the Time Trust became obsessed with time travel, himself. The Justice Society of America was assigned to use the Trust's Time Ray to go to the future and learn a way to win the war. Jealous of the JSA, the man sabotages their discovery and quits. Over the next several years, he worked with others in an attempt to secure his own method of time manipulation. After journeying across time and space, he took the name Per Degaton. He returned to his time, amassed an army, and tried to overtake the White House. The Justice Society of America arrived in time to stop him. But with the power of the Spear of Destiny, he was unstoppable. The Justice Society of America was commissioned by the Allies to stop Degaton once and for all. In the battle, Black Canary's Canary Cry sabotaged the Spear. Upon using it, Per Degaton was vaporized and was suspended in anti-particles.
Decades later, Professor Zee infiltrated the JSA Vault, were the Spear of Destiny and Per Degaton's costume were kept. Per Degaton regained his body and destroyed the JSA Museum and Memorial. In Gotham City, Zee revealed a new Robot Army for his to command. Meanwhile, Batman traced quantum fingerprints left by Degaton in the battle. In the finale, the JSA, Batman, and the second Black Canary challenged him. Yet again, the Spear was damaged by Black Canary. This time, Per Degaton was reduced to a frail old man and collapsed on scene.
