Before the recent advent of super heroes and super villains, Gotham City was long plagued by a far-reaching syndicate of mob families. The appearance of Batman and his war on crime have forced them to seek more secretive outings, including an annual summit. As a further insult to injury, several super villains began to form gangs and encroach on the syndicate's territory. Babyface entertained the idea of taking over this Gotham syndicate with the use of Warehouse X weapons. With a squad of exo-suits, Babyface almost succeeded but Batman, Blue Beetle, and Huntress arrived and defeated him.
The Gotham Crime Boss and the rest of the underworld were dominated by Two-Face for the most part but during a summit at the Double Decker Club, Matches Malone asserted rule. Accounting for at least half of crime in Gotham alone, they enjoyed the crime wave that swept the city. At the Iceberg Lounge, the Birds of Prey and Two-Face arrived to capture Malone and the mob bosses. Several mobsters held a failed showdown against Batman and Vigilante on E. Weisinger and S. Meskin Street.
