Gaggy was once a tightrope walker for Haley's Circus but he was replaced with the Flying Grayson's. He was delegated to the freakshow act as a dwarfed clown. Gaggy often attacked his fellow clowns, unknowingly catching the attention of the Joker. Joker recruited Gaggy to join him as his sidekick. Gaggy was part of Joker's plot to gas every major city with Joker Toxin expelled from a giant mock Jack-In-A-Box.
