Percival Sutter is a brilliant but mad scientist specializing in the field of temporal manipulation. Sutter became a supervillain named Doctor Tyme and committed mostly random acts of crimes and petty theft. However, the media often refers to him as the Tick Tock Thief. Tyme became an enemy of the Doom Patrol. The 4-X Beam is one of his greatest inventions. It can slow or accelerate time in localized areas and is released from his clock helmet.
