Arthur Brown was once the host of a popular television game show but it was later cancelled. Bitter and resentful, Brown became a costumed super villain named Cluemaster. Based on the Riddler's habits, the Cluemaster also left baffling clues for Batman to solve. However, unlike Riddler, he was not as intelligent and the clues were often poorly constructed. The Cluemaster keeps two rows of pellets on his chest. They each contain weapons such as flares, smoke bombs, and tear gas.
The Cluemaster was present at a Gotham bar when three Batmen and Firestorm barged in. A fight soon followed.
