Chancellor Deraegis is a leading bureaucrat in the city of Morlaidh, home of the Katarthans. Deraegis was xenophobic and protective of his people. When Ray Palmer was welcomed to the city, Deraegis' distrust grew. He secretly discovered Palmer's former home and research. Deraegis modified Palmer's lens to allow him to grow to macroscopic size. With this new power, Deraegis planned to seize control of Morlaidh and then conquer Earth. Ryan Choi used toxin collected from a poison dart frog to paralyze Deraegis. In the meantime, he was restored to normal size and arrested for his crimes.
