A metallurgist spent five years of long study that led to the discovery of Elastalloy, an alloy made of rubber, steel, and chrome. He then made a suit out of it that allowed him to bounce at great heights and distances and survive. As the Bouncer, he turned to crime but was defeated when Batman strained the suit's elastic limit.
