Ducky was remotely sent to the theater district to begin blasting citizens with the Songinator while Penguin waited atop the Gotham Point Lighthouse. Ducky braked outside Gotham City Hall and fired at some people on the steps but the Batwheels jumped in front of them at the last second and took the blast. They discovered every word they spoke came out as song. During a saucing spree, Condiment King plotted to open a giant bag of hot sauce over City Hall but Bam and Batwing prevented that from happening.
Joker announced he turned City Hall into a funhouse and elected himself the new mayor. The Mayor was not amused by Joker's return and was imprisoned in a jack-in-a-box. Batman departed the Batcave in the Tumbler. For his first proclamation, Joker renamed Gotham "Jokey McJoker Town." Batman drove into City Hall after him but Tumbler refused to tumble and Batman thought steering was too tight. They were ejected from the second room back into the streets. Batman summoned the Batmobile. Batman made it to the final room but the cream pies and spinning apparatus were too much for the Batmobile. Buff helped Tumbler realize sometimes the silly moves are the best moves. He headed into City Hall and easily dodged every obstacle. Batman switched back to Tumbler and turned the tide. Joker was hit by one of his own pies. Batman freed the Mayor and cuffed Joker.
