James Gordon was a police officer in Chicago. However, he was an honest cop in a dishonest system. After uncovering evidence of corruption in the police department, Lieutenant Gordon was alienated. He decided to transfer from Chicago to Gotham City with his wife Barbara. Gordon quickly became infamous for being an honest cop in an otherwise corrupt department again. Within a month of working in Gotham, Gordon refused bribes, suspended officers, and even gave 2 hour lectures on ethics. On March 11th, Gordon was assaulted and threatened by a group of masked men. He quickly deduced the group was led by his partner, Detective Flass. Gordon trailed Flass to Gotham Estates and waited. While Flass drove home, Gordon ambushed him and returned the favor. On April 4th, Gordon defused a hostage situation alone and without a gun. The press immediately hailed him as a hero. After the debut of Batman, Commissioner Loeb pressured Gordon to capture the vigilante. However, Gordon began to question if he should even arrest Batman.

Lieutenant Gordon continued to push Internal Affairs to investigate Detective Flass. A breakthrough finally happened when Jefferson Skeevers agreed to a plea bargain and implicated Flass in his drug operation. Loeb, however, blackmailed Gordon with a photo of him kissing Detective Sarah Essen. Gordon came clean to his wife about the affair and pressed on. The acts of Gordon and Batman convinced crime boss Carmine Falcone to take direct action. He ordered his nephew, Johnny Vitti, to kidnap Gordon's family. Gordon managed to free his wife and chased after Vitti. The chase ended on a bridge where Gordon, Vitti, and James Jr. fell over. Bruce Wayne was in pursuit and saved Jr.'s life. Gordon was blind without his glasses and thanked Wayne. Soon after, Gordon was promoted to Captain and he continued to clear corrupt officials from the police department. Gordon also made attempts to repair his marriage by seeing a marriage counselor. On December 3rd, he called Batman for help with a case involving someone named the Joker.
