Jefferson Skeevers is a notorious narcotics dealer. During a cocaine delivery in the East End, Skeevers was in the midst of bribing Detective Flass when Batman arrived. On September 12th, Skeevers' refused to aid Lieutenant Gordon and his lawyer posted bail. However, Skeevers received another visit from Batman. The next day, Skeevers accepted Gordon's plea bargain and implicated Detective Flass in his drug operation on the 14th. On October 7th, Skeevers was slipped rat poison but his stomach was pumped in time. He still testified against Flass, who then implicated Commissioner Loeb.
