Detective Flass is a police officer employed by the Gotham City Police Department. He was a student athlete who graduated from Gotham High School and served the military as a Green Beret. Like most in the department, Flass was corrupt and often took bribes. As a failsafe, Flass secretly kept notes of his meetings with Commissioner Loeb and kept detailed dates and events. On January 4th, Flass welcomed Lieutenant Gordon, his new partner, to Gotham City.

After two months, Flass complained to Loeb that Gordon's integrity was not meshing. On March 11th, Flass and several officers took up masks then assaulted Gordon. However, Gordon tracked Flass to Gotham Estates and ambushed him. Gordon won the fight and left him naked and tied up. Flass never reported it and knew to leave Gordon's family alone. During another drug operation, Flass was on site to accept a bribe from Jefferson Skeevers. Batman arrived and assaulted everyone. Flass later described Batman as a monster to the rest of the department. Skeevers later accepted a plea bargain and implicated Flass in his operations. Facing 10 years in prison, Flass gave up his notes on Loeb.
