The Aviary is Gotham City's newest and tallest building. A massive feat of engineering, it was built by Oswald Cobblepot using his inheritance. It took seven years to construct the tower. Once completed, it overtook the Wayne Enterprises Tower as the city's tallest structure. Cobblepot planned to recoup his investment by leasing out everything below the penthouse. In reality, he had other plans for the Aviary. Cobblepot's Animilitia was tasked with conducting 12 missions, under the cover of committing a high profile crime, around the Aviary. Each crime was planned to take place an equal distance from each other and form a circle around the Aviary. The last crime was set to take place at the Gotham Zoo, where a pair of rare California Condors were on limited display. Once the Animilitia planted all 12 force field transmitters at each selected location, the force field would be activated and form around the Aviary in the shape of an umbrella.

The antenna built atop the Aviary would fire a tractor beam and crash the Midas Heart onto Gotham City. The Aviary would be protected from the devastation. The Cyber-Animals would then excavate the ruins for the gold core of the asteroid and make the Penguin rich beyond his wildest dreams. Cobblepot held a very exclusive grand opening night celebration, that catered to Gotham's wealthy elite, the night before the Midas Heart asteroid passed Earth. He promised surprises to those who attended. During the Aviary's gala opening, Bruce Wayne encountered Commissioner Gordon, Gladys Windsmere, and Oliver Queen. After Cobblepot met Wayne, he took to the stage and presented Bumbershoot Mechanics' Cyber-Animals, robots designed for unmanned exploration. Cobblepot introduced the robots' creator, Dr. Kirk Langstrom, then shot out fireworks from his umbrella. Angered by the insults of some of the women in attendance, Cobblepot ended the party and had the Cyber-Animals clear the room.

Thanks to the cooperation of Dr. Kirk Langstrom, Batman adapted the transmitters to his arsenal. He used his Turbo Punch Armor to emulate the transmitter frequency and simply walked right through the field. The Flash built up enough speed and used his emulator to do so as well. Flash and a hacked Tiger Claw destroyed the transmitter at the Gotham National Bank. The force field dissipated. With the Midas Heart still on its way, Penguin utilized a failsafe built into the Aviary - an escape pod. Batman rewired the antenna, had Flash move the transmitters to generate a force field over the whole city and Man-Bat would hover over the antenna with jury rigged Cyber-Animal parts and focus the signal. The ad hoc plan worked and Gotham was saved. After Gotham was frozen by Killer Croc and Chemo, Penguin returned to Aviary. He asked his henchbird Buzz which building he wanted. A security guard came upon them and realized he was Oswald Cobblepot. He informed the guard he would be around a lot since he now owned Gotham and introduced him to Buzz, his new head of security.
