The Russian security force was assigned to a project aimed at creating the perfect soldier. Professor Chang was brought into consult and suggested a procedure involving radioactive exposure. Captain Kovar agreed to be his test subject. At first, Kovar exhibited superhuman attributes but then as an unexpected side effect, he unleashed a radioactive blight on the nearby city. Codenamed Red Star, he confined himself to an isolated military bunker and shed his powers everyday into a special receptacle.
In the meantime, Red Star fought his loneliness by building things, including a fleet of jet skis. He even managed to mount one with lasers. When he his power was subdued, he would venture away from the compound and rescue animals caught in hunters' traps. However, the people of the nearby city still blamed Red Star for what he did to them rather than the military and treated him like a monster. Unknown to him, the receptacle's conduit had microscopic leaks and the radioactivity was spilling into a river. Over time, it formed into a beast bent on destruction.
Red Star soon met Starfire and the rest of the Teen Titans who were in search of the monster. After facing the monster and letting it go, he was bent on redeeming himself, Red Star returned to the city and faced the creature before it could attack the local power plant. He drained it of all radioactive traces but went critical himself. Starfire took him into space where he could safely discharge. As a side effect, Red Star's powers changed and he gained better control of them. Some time later, Starfire retrieved him, met up with Bumblebee and arrived at the Brotherhood of Evil's Paris base for the final battle.
