Alarmed by the presence of a ghost, Hamilton Hill decided to partially reanimate the Talon corpses under Gotham City Hall with the Court of Owls' regenerative forumula to even the odds. Hill ambushed Deadman with three zombie Talons in a church during his staged funeral. They held on to him and tried to disperse him for good but Batman intervened with an exploding Batarang. At least one was sent to kidnap Hamilton Hill Junior and bring him back to City Hall to hear his father's ultimatum to rule the city with him. Batman and Deadman sneaked onto a giant owl statue from an entrance in the ceiling. Batman declared only Hill's insane dream would die that night. Suddenly, an army of zombie Talons entered the room. Deadman was at a loss. Batman told him to pick a weapon and start smashing. Deadman understood, possessed Junior and fought the zombies. Batman produced the Freeze Gun and started freezing several zombies. The Talon swooped over, grabbed Batman's arm, tossed him, and destroyed the Freeze Gun. It overloaded and froze his upper body. Hill refused to surrender. He chose to die and set off the charges in the hall. The frozen zombie Talons were presumably destroyed in the destruction.

Ra's al Ghul took control of the Talons after Hamilton Hill was killed. It was a simple matter to revive and take control of them as he had been aware of the Court and its formula since its inception. The next year, during a planned heist, Catwoman hung outside a high-end jewelry store and prepared to enter through a hole she cut but she was overwhelmed by zombie Talons. When she came to, Catwoman found herself imprisoned in an underground cell. All she could do to not go insane was count the days. A few months later, she observed four Talons trying to restrain and walk Man-Bat down the hall. Man-Bat overpowered them and he swung them around. One of the Talons crashed into Catwoman's glass window. She used the chaos to escape. She ran from one tunnel to another with the Talons in hot pursuit. Catwoman ran from tunnel to tunnel and exited a condemned Gotham City Public Works section. She was chased by Talons. She snapped off some piping and knocked one off its feet. One Talon declared she would die if she was not returning with them. Catwoman retorted it wouldn't be the first time, threw the piping at a Talon, then dove off a waterfall.

Catwoman climbed out a manhole and jumped on their patrol car's hood, trying to tell them something. They were startled and she went flying backwards only to be grabbed by a Talon. She got free and hid under a gargoyle statue. One night later, they surrounded Catwoman, Poison Ivy, and Harley Quinn in Ivy's roof top greenhouse. A Talon standing on a nearby roof commanded them to contain everything and kill them all if necessary. Ivy's "home security system," several vines, grabbed the Talons then she fired her cactus's toxic needles at them.

The Talons were unaffected and broke free. One punched Ivy. Batman and Robin arrived. Robin stomped one in the back and drop kicked one in the jaw. Harley decapitated another with a sickle. The Talon commanded them to retreat and leave Batman and Robin alone at once. The Talons jumped out of the greenhouse and used their wing gliders. They were dispatched to Tabby's Tavern but Catwoman already vacated it. She followed them to an abandoned subway entrance then left a message on Batman's comm line to meet up. Batman, Robin, Talia al Ghul, and Catwoman stormed the subway and destroyed several zombie Talons. They continued further until they found the area where Catwoman was held. Langstrom shushed her and pointed out there were two zombie Talons standing guard up ahead. Batman and Robin quickly dispatched them but everyone was shocked to see they were guarding prison cells holding various Gotham criminals. Batman realized Ra's al Ghul had most of the major criminals of Gotham taken prisoner in order to later convince him crime-fighting was no longer needed in the city.

Ra's confirmed that was true and called it a ruse of the highest order. He found them to be remarkable foot soldiers when given purpose and validated that by boasting they incarcerated the worst elements of Gotham, done in secret and without one fatality. Talia was upset he deceived them. Ra's chided her for being small-minded and proposed the Talons could continue to safeguard Gotham while she and Batman took on his legacy as well as his allies. Batman and Talia strongly objected. Ra's agreed and mused secret executions and anonymous burials would have been much more effective. Batman declared their fates were not up to him to decide and demanded their release. Ra's found Batman as twisted as the criminals and ordered the Talons to kill everyone except Talia. Langstrom suddenly attacked the Talons with ease and transformed into Man-Bat, having stolen his pills from Batman earlier in the tunnel. Catwoman found a security room, killed a Talon, opened all the prison cells, and looted the armory.

The criminals joined the battle. Some like March Hare and Mad Hatter stayed back since they were still powerless. Catwoman threw down weapons. They caught guns and opened fire on the Talons. Killer Croc and Clayface ripped many apart. Penguin torched one. Valestra ripped the head off one. Scarecrow found the owl motif and living corpses so deliciously terrifying but was not in the mood to forgive his imprisonment. He slashed several heads off with his sickle. Killer Croc and Clayface were happy to have more Talons to clobber and maim while the other criminals escaped.
