In the college years, Harvey Dent carried on a secret one or two day fling with Bruce Wayne's girlfriend Cassie Kendall. He didn't want to hurt Wayne but couldn't resist the temptation. Harvey Dent was a rising young star of the District Attorney's office in Gotham City. He attended a meeting of officials with newly elected Mayor Emerson Mayfield. Mayfield wanted to declare war on crime with a private elite S.W.A.T. unit he called M-Force. When Commissioner Gordon brought up Batman, Mayfield deferred to Dent. Dent flipped his coin and stated it would be preferable if he were sanctioned. Mayfield agreed. During a confrontation with Rupert Thorne years later, Dent was scarred in an explosion and he went on a revenge spree as Two-Face. During Emerson Mayfield's new bid for mayor of Gotham City, Two-Face was incarcerated in Arkham Asylum. On Election Day, Two-Face was one of the inmates freed by Mad Hatter and Mayfield. Riddler questioned if Mayfield would keep his promise and grant them all pardons. Two-Face did not think it mattered because he once played by City Hall's rules and pointed out what happened to him. He believed they should take over by force.

Mayfield commended him on being the brightest light during his first administration. Batman and Robin burst in through the skylight. Two-Face went after Robin. Robin taunted him with his Puke-Face nickname and goaded Riddler. He leaped over Two-Face, who was inadvertently bashed by Riddler's cane. In search of Cassie Kendall, Batman and Harley Quinn both incidentally tracked Two-Face to the Second Chance Mission. Harley disguised herself as a homeless old woman seeking shelter but a henchman was brusque with her. She immolated him a a Molotov cocktail then entered the mission. Two-Face fired off warning shots and told her the answer was "no" to whatever she wanted. Batman disarmed him with a Batarang and put out the henchman with a miniature extinguisher. Harley asked Two-Face about Rusty Franks to his surprise. She knew him from Joker's gang back in the day and recognized one of Cassie Kendall's kidnappers using the same "Ditzoid" nickname Franks used to say when he thought she wasn't listening. Two-Face claimed he hadn't seen Franks since his last stint at Arkham Asylum and he would never hurt "Sweet Cassie." Harley and Batman realized he and Kendall had a fling, too. Two-Face admitted it was a one or two night fling. Harley kicked him flat on his back. Batman tied him up. Two-Face was later one of the criminals kidnapped by Ra's al Ghul's Talons and imprisoned for months until he was released by Catwoman. Rupert Thorne wanted a shot at Ra's but Two-Face pointed out it was Batman's mess to deal with. Black Mask left it to Two-Face to lead them out. They were arrested by police.
